Volibear Cinderhulk/Jungle item bug

I played a game where typically buy cinderhulk as volibear but noticed later game that my immolate passive was not active at all. At first I thought it was challenging smite but then I changed to chilling, same result. The only way to fix this was to buy Bami's cinder alone or buy a Sunfire cape.
