2 - 2 early surrender

Just had a game where the AD bugsplatted in loading screen. at 3 mins the AD reconnects as someone calls for the early surrender vote, the vote went to 2 yes 2 no 1 novote(adc) and the game gets ffd and now we have a Q dodge timer and lost LP even tho the AD was in the game at the time of FF and the vote was a 2-2... someone help?

If it's a 4v5, you only need two people to vote yes in order to remake

If the early surrender vote happened regardless if the person joins again it will still count.
