[GAMEPLAY] Akali ultimate not loading properly following disconnects

Following a server related disconnect that results in an eventual reconnect Akali's ultimate will not display a charge count and will not increment charges. Following using the ultimate once and letting it's cool down finish the skill then has 3 charges.

  1. Server lag causes in-game disconnect.
  2. Server lag resolves and eventual reconnection is made. The initial aspect of the bug occurs here.
  3. Use R and wait for cool down to resolve. This is the other aspect of the bug.

I have not taken the time to really count the number of times this has happened, but considering my current number of ranked Akali (solo queue) games that I have played this season and my understanding of the issues because of my coding background I'd say you should be able to easily recreate the issue to isolate the misfire in the data saving/loading through the event. I would add that this isn't something I see with very brief disconnect/reconnects but whenever there's a true server issue and a number of players are experiencing hard lag and disconnects this bug occurs, this has happened through multiple patches and I couldn't tell you when it began of if it existed before I started playing Akali.

I've also noticed sometimes summoner spells are uncastable after reconnecting from a disconnection, but I don't really have any information about what's causing it or how to reproduce it. It doesn't happen every time, just sometimes. Perhaps someone else with a little more knowledge about the underlying cause or a specific pattern could post it? I put this here because I felt it's a similar issue possibly with the same root cause.
