Bug with Lulu's whimsy

I have used Lulu's whimsy on an opponent on the ability it states that the enemy champ cannot use spells or attack. During the time i have used Lulu there have been occasions where they were still able to either continue there ability or activate while in this state of transformation. Now I don't know if its do to lag on my end because of system, or for some other reasoning. I wish I had a video of it or a screen shot of when it has occurred. Please let me know if this has happened to others or not. Thank you for taking the time to read this.

I think some abilities are continued during disables (Zhonya's, stuns, silences, etc. Maybe also polymorph.), but can't be cast during it.

Some of these include Corki's Gatling Gun, Morgana's ultimate (tether doesn't break when she gets disabled), and Rumble's flamethrower.

I've still been grabbed by blitzcrank a few times after using whimsy ._.
