[Bug][Gameplay] MF's Love Tap

I noticed that 's Love Tap isn't applying while she's silenced. Not 100% sure if a bug or intended. I found this out while laning against a Fiddlesticks and only noticed it occuring a single time, but got multiple attacks off during the silence that should have applied the passive.
