Sivir vs Soraka

I noticed in a ranked game today, my allied Sivir spell shielded an incoming Soraka Q, of course it mitigated the damage. However, the slow was still applied, and the 'regen' buff was granted to soraka. Allowing her to heal the enemy AD.

It was an interesting interaction but I thought, hey wait what the hell, Sivir blocked that. So just reporting this one in~
