Someone hacking game?

I'm still occurring with issues of players doing stuff if game that's not suppose to occur, ex. double the damage and moving faster than the items buff them too (having no boots and no items that give +movement speed percent and moving just as fast as me having boots of speed with zeal), I've been occurring with this situation for about 8-9 months now? I called my internet provider and they said they aren't in a position to do anything about these issues and to contact the company, I have messaged you guys previously but only have had little improvement to the situation. I'm not sure if I have someone hacking my computer for a laugh or what is occurring. Would appreciate if you guys could have someone check this situation out, I really love this game and enjoy playing it but I can't really play if someone's just hacking the opposing team to full build (with no items, my death recap will say 700 damage dealt and I went into battle with full health, 1500 health) or to move at the same speed as me or my team with no boots or speed items.
