Taric and Bastion Tether On Ally Bug

Does not properly apply the bonus armor. I could be standing right next to a ally and give them Bastion and it would give no armor. Then they WOULD get the armor for a split second and it was gone then it would "blink" on and off for most of the game. Kinda sucks....
