Lucian Culling bugged?

I just played a game as lucian and the culling does 0 dmg to creeps. It used to be able to kill an entire wave now it only killed 3 creeps. Using the culling on super creeps used to kill 1 and a half super creeps now it does about 1/4 dmg to a super.

I just posted on my own comment about this as well hopefully they will see it. in a summoner 4 dont want to keep us waiting from playing Lucian

been known by riot for at least a week now
