Draven Ultimate not returning when he dies

I need to know if Draven's ultimate not returning when he dies was intentional or not, I've been denied so many kills throughout the time I've mained Draven because of this little thing; and if it is a bug i really want it fixed asap.

And FYI i know this has been around since release, just no one has ever really addressed it!
