68 minute games at the start of one. [CLIENT]

I often get pm'd in-game from my friends, going: "Wow! 87 minutes!? What a crazy game!" or something along those lines. I thought it was just an error in patch 4.19 or something so I left it unchecked and it wasn't happening to anyone else I knew, so I just blew it off. Though it could be causing a problem so I may as well report it.

At 00:00 in-game time, my out of game rounded timer (the one friends can hover over when I'm in-game), starts at 68 minutes from what I can tell. It's always remained this consistent. I have screenshots as well. From what I can tell, it apparently also starts in Champ Select in general.
