[Gameplay] Katarina spells unable to use
I have a Korean friend who mains 
with tier Plat 2. His normal MMR is high enough to get query with Diamonds/Challengers
He requested me to report a bug in English because he requested to Riot Korea several times but no reply has been made
He started not to use skin which is 'Slay Belle Katarina' because he noticed that game doesn't execute all the skills if player uses it rapidly. He said the is sure that it isn't ping problem since he has really low ping (he is playing in KR server) However, using other skins were fine and he regularly uses 'kitty cat Katarina' so he didn't really care about the bug
Recently (2~3 month) he noticed that In the middle of game Katarina can't use her abilities which is Q,R and recall He also said that skin doesn't seems to matter for this time. Kitty cat or Warring kingdom has same bug and it happens quite often and it seems like nothing is really triggering this bug because it occurs randomly no matter what.
Riot, please fix this problem. He is thinking of not playing her anymore :( he has good kat
Long story short
- Slay belle katarina already had problem which didn't properly executes skills.
- last 2~3 month he noticed similar problem is occurring with any skin
- This bug makes katarina unable to use Q,R and recall
- This bug happens randomly and doesn't seem to have any special event that triggers this bug
- leaving and reconnecting doesn't solve this problem
