chat bans bugged

i got chat banned a couple games ago, and new chats do not get refreshed. Every 4 minutes you get a new chance to say something, but at minute 4 and after it says you get a new chat at minute 4, i played a 4 minute game and was unable to tell my teamates anything, just pinging.
