Soraka not healing herself

Now i dont know if this is me or not but in the last week i have played Soraka 3 times, I used to be able to sustain myself with her Q but now its not giving me any Health Regen. I was using a ludens Echo, Will of Ancients and even a Spirit Visage to boost HP intake. I usually run this build and can keep my health up when getting chased down 1v1 style but now when it lands i get little to no HP back. Is this a Bug? if not what am i doing wrong? i even tried adding more damage with a Deathcap but still barely anything. Please feel free to let me know if I'm doing something wrong.
