[Client] Mastery and Rune pages not switching when it looks like they should

Ever look like your rune or mastery page switches but when you go ingame it doesnt? Well I figured out why

Theres a small area of deadzone inbetween the scrolling list on rune and mastery pages, its quite small. The problem is the highlight for which page you have selected DOESNT have a deadzone, so it will highlight and look like your mouse is selecting a page, and if you click along the seam close to the adjacent page above or below you will hit the deadzone and your page will not switch from what it was. Reproduce rate at 8/10

1. Go into champion select
2. Attempt to change rune or mastery pages
3. Click to select the change very close to the seam connecting pages in the list
4. Note that the page does not switch to the page that was highlighted
