My account has a weird problem. (must check)

Hello Rioters, i'm having a problem with my own account which is very in a weird way. Everytime i try to play a match, i have to wait like 30 secs or sometimes longer than that. The problem is hard to explain so i could try to explain a little bit, because i couldn't talk English so.

Problem When i click on the play button it works, but it delays the display time. It takes several secs to jump into the game mode ( PVP, CO-OP etc) after that it takes several secs again in every steps in order to play a match. I hope you understand. And this is not because of my connection. My connection is working fine, but according to my observation, i think it is because of i had used some random programs like LOLSkin ( sorry, that was because i wanted to try skins of new Aatrox ), programs that improve the connection, but i think the most effect program i could tell is because of LOLSkin, apparently, when i was using it, my ping was not stable and sometimes it stucks at my playable ping status, but it is lagging, but the lag seemed not normal like usual lagging, it was like something else. So please i really want to a help for my account, because i've paid a little well for skins and i don't want to play like this forever in my league of legends life. I've been researching on internet for few days to fix the problem, but it seems like no one has this problem like i do.
