Not sure if working as intended, but poppy Q applies the 6% maximum health damage to what appears to be every jungle monster except for Baron. Tested this in 2 customs, rift herald and dragon both take the damage, but baron does not.
Are you sure that Baron doesn't take the damage? Keep in mind that when Baron damages a champion, that champion deals 50% less damage to it, not to mention that Baron has over 100 armor, so it's possible that her Q is working on Baron, it's just the damage is pretty small so it may be hard to notice.
I'm pretty positive. 50% less damage should still be more than about 50 damage, which is about half the base damage of Q to begin with. I'm certain the 6% max health damage isnt being applied
