Turret hugging minions

Just got out of a game but towards the end of it (by this point it wasn't really a game breaking issue due to how much we were pushing) the enemy minions (top side summoners rift) were getting stuck against the T2 tower. They were all at the bottom left corner of the tower and they were so perfectly stacked on eachother that you couldn't see any of them except for the cannon minion.

As soon as you moved too close or hit one of them they would all scatter and resume normal pushing procedure.

As I said, where we were at in the game this wasn't a big issue but if something like this was happening early game it could either be the greatest thing ever, or a top laners worst nightmare.
