Lost the ability to use abilities in Ranked

So I don't know how to pin videos of matches here, but here is what happened. I was duoing with a friend in ranked and just hit promos to advance in to B2. We were playing ADC and Supp, being Vayne and Nami. This game we had been doing well and our team was up on kills, and had a 4 turret lead. Overall the game looked like an easy win. Until the bug. I will be the first to admit that my internet is buggy once and a while but this WRECKED our game. I had a lag spike and disconnected for about 2 seconds, right as we hit the 19 minute mark in the game. But when I came back I had lost the ability to use Q, W, E, R, items, or trinkets. I could still walk, talk and auto but that was it. When hovering over the abilities it said(if i remember correctly) that the ability could not be used at this time, similar to what it reads when caught in a Yasuo R. I even leveled up and put a point into my R just to double check that it wasn't a temporary thing, but to no avail. I did the only thing I could think to do which was completely close and restart my client, which took around 5 minutes after an update patch that it needed for some reason. I get back in and were down by several kills and they have taken nearly every turret we have. Needless to say: We lost hard. I don't know if this is my internet's doing, but I doubt that it is somehow being that the game read my abilities as unusable even after I reconnected. Riot please look into this. I ended up winning my promos anyway but the other 4 teammates lost 20ish LP because of this, which is not cool. If you tell me how I can link the video because I downloaded it to get the timestamps for this post. Again, please look into this to prevent it from happening again to me or anyone else.
