choosing champs error

There are a bug that when u choose a champ and click choose, then an error popup " There was a error during choosing champion.". This bug happen happen in season 4, back when I started playing lol, and after that until now. This happen a lot so much that I having 30 m time out , every time. Why tf they not fix this bug, It like happen in 5 season already ???!!!!
