No option to remake in 4v5 from lvl 1

I just played a ranked game where our jungler was afk from level 1 in fountain. He did not buy a single item and did not move at all in the entirety of the game. I thought if this happened the game was meant to remake after 3 minutes but the option never appeared. We were forced to play 20minutes of 4v5 and obviously lost badly.
