Champion Select Bugs

I have been running into an issue where it appears to me other players time out. They will be frozen at 0. Players will join and leave lobbies during the champ select process. My internet is fine doing other things. I also randomly disconnect from my friend list and return. I have disabled any windows firewall and am not running any other firewall while playing league.
