[Gameplay] Huge FPS difference since patch 7.10, still not better.

Patch 7.09 I had a steady 80 fps (capped) on my laptop with 150 or so uncapped but since patch 7.10 I can't even play a game. The frames drop to 8 or even less consistently whether I'm doing nothing or teamfighting. Nothing other then League is running and steady 60 ping.
