No, what he's saying is while the animation LIKE it is an empowered auto is playing, it doesn't actually DO the empowered damage. For example, walk up to the tower with your 3rd auto prepped, then start autoing it (and you may do like...70 damage), then use the third auto on a minion, and auto tower again. You will still be doing the 70 damage. Only the animation is different, not the damage.
