Minion frameRate drop bug

I got on league of legends after it being down all day yesterday and when i got in to a normal game and the minions spawned i noticed my fps was around 20 so i turned down my settings which is strange because lately the new map has been giving me better fps so i thought this was odd so when i turned down my settings i re-logged and it was still dropping frames so i turned down the resolution and it was a little better but not playable. I am 90% sure that this is a bug and needs to be fixed if anybody is having the same issue please comment and if anybody can fix this or have suggestions please to post them. The game runs fine 1 day and not the next after they patch so it is possible that something did break and i am just hoping to get back to playing again soon
