Can't refund a skin I should be able to

So I recently purchased bard bard, definitely within 90 days, and have only used it in game a handful of time. I recently got more rp and want to buy Elderwood bard instead, but when I go to refund Bard Bard, it just isn't there. I have older purchases in my Purchase History but Bard Bard isn't there and it's very frustrating because I don't want to spend more money on a character, and end up having a useless skin. Anybody have any idea why this is happening? Thanks
