queue time is freezing when I'm alt tabbed and not looking at it

so i thought this problem was happening for a while, but i had no proof. i would queue up for a ranked game and alt tab and wait for the queue to pop. i would alt tab back in to check on my queue like 3-4 minutes later, and the current queue time would be at like 2 minutes. then i found evidence that this was actually happening when i was trying to stream snipe a streamer.. LOL. i queued up 30 seconds after he queued. then i alt tabbed and watched the stream for a few minutes and then alt tabbed back to check on my queue time and it went from 30 seconds behind the streamer's queue to 2 minutes behind his queue..... somehow when I'm alt tabbed and not watching the queue timer it literally just freezes for a couple minutes.

I know this was posted a while ago and also not sure if my experience is related, but after champ select when everyone is loading in, it almost always seems like the game won't start until I alt+tab back into the loading screen. Like, I will think "hmm this is taking forever" then alt tab to league and then instantly the game starts.
