Soraka abilities don't work half the time

last 2 days I have played raka a few times. multiple times, in same game and different games people have cast abilities standing inside silence pool. I'm not talking about right as it goes down either, this is a good .25s or more after it goes down, basically changing the outcome of the fight by a landslide. I know it happened with sona q just last game, don't remember the others.

Also hit a malph twice with raka q to stop his back to base. it stopped it the first time, but not the second time. this wasn't right as he went back either. I had time to throw down q, walk out of vision range, and back into vision range to see him port to base. he came right back with zhonays and got 2 kills because of it when my team would have gotten a turret and possibly as kill or 2 instead.

man the patches and crappiness of this company just keeps getting worse and worse.
