In store bug not giving skins but taking RP.

I bought 20$ of RP yesterday, and then bought program lissandra, also gifted program soraka, when i try to use the program lissandra skin it is still locked and it doesnt show up in my purchase history. But the RP is gone. Anyone else have this problem?
