Client and Fps

With every new patch ,the client is bugging more and more or lagging. The game itself lowers the fps more and more. I've got a more than good enough PC for League with amd fx8310 and all the components equally good ( can't really write all the specs). Nevertheless, i still end up playing with an fps of 60 or lower.

2 years ago when i bought this pc and i installed League again on it at S6, my game was working on 200+ FPS, after it with every new patch it would lower more and more. When i bought the pc i was planning on maybe streaming one day, but i suppose that's not possible since i'm streaming with 40 FPS for some unknown reason. I've tried everything you can think of, but when i don't stream the fps is around 60. I've seen a lot of people complain about this issue as well as streamers who can't really stream because of how choppy game is. Why is this the case? And why is it not resolved yet already? Isn't this issue one of the primary ones to be fixed or what? Everything feels more and more laggy,choppy etc even i'm forced to turn VSync on for some freaking reason to lower the image tearing, but even that is not a solution because it doesn't stop. Why am i playing with 30 Fps when i turn that on? What is going on here.

Vsync locks the frame rate to the refresh rate of your monitor. So if you're using a 30 Hz monitor, your frame rate will be locked to 30 FPS when you turn on Vsync, if you're using a 144 Hz monitor, the frame rate will be locked to 144 FPS etc. Vsync prevents screen tearing that can occur when your FPS in game is way higher than your monitor's refresh rate.
