Weird stutters

Recently (Since this patch started to be exact) i've been suffering from terrible sutter/lag at the beginning moments of a game (more or less up until minions spawn) which strikes me as odd considering my framerate is doing well (always above 200+) and my ping was the normal it always has been (68 ms). When will riot fix this?
