Remake Bug [Gameplay]

So I just played a game with a friend, and sometimes he has issues connecting to games. This last game I played, he never connected to the game at all. He told me he had issues and couldn't connect for some reason and that he never reached the in-game screen. However, WE NEVER got the remake prompt. Even when I tried to remake without the prompt showing at 3 minutes, it said that I can only remake if a player fails to connect, which is what happened.

This is the second time this has happened to me (this time and some time last year with another player), and according to him, it has also happened to some of his friends before on certain instances where he had connectivity issues. The remake prompt never shows up. All the requirements for the remake were met, but we weren't allowed to remake.
