Key fragments

I don't know if this is a glitch or not, but I have 15 chests and ONE key fragment. Seems normal right? The thing is, I have only had one key fragment for 6 months now, and i've played over 500 games easily. Why am I not receiving any key fragments? I honor non-premades, I do well in games, I get honored a lot. There's literally no reason for me to only have one key fragment unless this is a hint that Riot is joining the Micro-transaction game and forcing us to buy the keys or this is a bug.

EDIT: Yes I know they've been in the micro-transaction game, what I mean by that is a gambling form of the Micro-transaction game. Where we have the feeling "Ooh I might get something good from these chests but I'm not getting fragments, I'll just buy them!"
