Bug: Unable to Refund at Store

Source: [Client]-NONRPT(Non-repeatable)-Store-Champion-Draven

A:Went to refund Draven, was during his Free Rotation Week B: Also added-Hextech Reward Skin "Primetime Draven" C: Played 9 games with Champion, 2 games with Skin

Issue: [Client]-Store the Free rotation may have caused the bug since Draven was included, therefore the system would not allow it, I purchased Jhin, he is able to be refunded as normal, because he is not in the free rotation week.
