Have 3 Refund Tokens, But I can't Refund?

I purchased Draven to try him out, he is not my play, I went to refund but it says not refundable?? that can not be due to me having 3 refund tokens please assist.

There are some limitations on refunding, which you can read about here; https://support.riotgames.com/hc/en-us/articles/201751864

If your content appears to be within the refundable requirements according to that but you still can't, I suggest submitting a Support Ticket. They'll be able to help you refund it or let you know why it doesn't meet the requirements.

Yeah it meets it, it was purchased yesterday at 12pm, so it's only been 22 hours. Ticket has been submitted
