Can Dodge normal queues without time penalty

Not sure what caused this but ever since the introduction of the new champ select system for normals I am now able to dodge games without getting a time penalty. I tried doing this a couple more times and it does work, I thought I should report this cause I don't wanna get banned for exploits.
