This new 10 champion ban system should be changed somehow that both teams cant ban same champion.

Riot announced their intentions when they released the plans to make this new ban system.
They did this on purpose. The idea being that players will each be able to ban who they want, but that players might choose not to ban a popular champion assuming that the enemy team would do it.
They aren't going to change it so early after launch.
If they keep simultaneous bans, there's really no feasible way to prevent double-bans. If one team couldn't ban the other's ban picks, then the optimal strat would be to hoard power picks and switch them out at the last moment to prevent their ban.
We’re adding a simultaneous 10-champ ban phase to all draft Summoner’s Rift modes throughout 7.11, starting with Normal Draft in NA. We want to make sure all players have more agency in the ban phase, as well as attempting to make the time taken to get into game significantly shorter.
