Gsync laptop + In game Vsync = BUG!!! Help Please.

Hi my computer has NVidia G-Sync however when I turn on the ingame V-sync as well the frame cap will stop working. This only happened after the latest windows update. Turning both on makes the game the smoothest. Help please why does frame cap not work if both are on?
