[GAMEPLAY] Jarvan - Passive is missing along with basic attack animations

When i basic attack something, the regular attack appears instead of the "smash" J4 does on his first attack (Martial Cadence passive) The sound is also of the regular attacks instead of his passive. Damage dealt is also the same on his first and second attack proving his passive is not there. Also, around 4/5 basic attacks (at random) the animation is not there. The character model stands there while the damage numbers from what i'm attacking appear. I had my teammates confirm all of the above in that game. I did not use any skins, I was jungle that game but minions still didn't proc the passive, neither did enemy champions.

to show this the only step is to load up a game and attack something with Jarvan.

I tested this 2 more times after the first game, 2/3 of those game the bug was present but in the last one, surprisingly it was normal.
