Are the Chromas bought with World Tokens not supposed to work without primary skin?

I obtained the Darius Chromas that can be picked up with 300 World's tokens but the skin doesn't easily appear in my collection or as a pickable option when loading into a game. The only way I can see that I "have" the skin is by going into my collection. Pulling up High Noon Darius so it expands and then hovering over the Chromas. Now if I'm not supposed to be able to use this Chroma until I buy the skin that is fine, as the event gave out a lot of tokens and the skin is expensive, I just would have liked to have it communicated better before I used my tokens on it.
