Load Screen Bug

I've had ~02-08 FPS. I went to disconnect and reconnect. 0 percent. Restarted laptop and went back on league, waiting to load. Meanwhile ingame, FF vote starts. I haven't reconnected, but I'm counted in and (something) votes "yes" for me. Is this supposed to happen?
