[CLIENT] Chat not logging in

I'm trying to message my friend, but I can't click it! I tried exiting League and logging back in, but it didn't work. My notifications bar can open. I asked my friend to message me but she said she didn't see my name. Also, on the skins, it says the RP price correctly, but it has an IP icon and a 0.
