[Gameplay] Regarding the Reworked Fiora Passive

EDIT 1: It looks like it may just be the passive on Phage that grants extra movement speed! Case closed?

I am not a PBE Player or someone who has access to the PBE Client, however I have noticed that, after watching several videos of Fiora's rework, has a bug. Even when Fiora does not strike the passive she still gains extra movement speed. I don't know the exact details of the new Fiora and whether or not this is intended to happen, but I'm here to notify you guys just in case. I noticed this from Brofresco's Fiora Rework Top Gameplay, and from Redmercy1337's Fiora Rework Top Gameplay.
