Runes not appearing after being purchased

Plz Send Hlep. I have purchased runes, and they are not appearing in my rune page. I turned off all filters just to make sure. The same issue is happening for my friend. Please address this issue, as I am broke college kid, unable to afford the costly price of real runes. beyond tier 2.
