[Gameplay] Leblanc empowered R
Unsure if this is only twisted treeline but while playing leblanc, I was able to use empowered r even though the circle next to it was 3/4 full

the circle is only for the R-R ability and has a seperate CD
When R is ready, you can use R-R even though the circle is not full yet. the wiki shows that one refunds the cooldown of the other but I don't know how exactly it works.
