I think this is the right place to say it, Why doesn't Nexus Blitz gives us Mastery Token to upgrade our Mastery lvl 5 and 6 of our champion after we got an S or an S+?

For some stupid undefendable reason they feel mastery tokens should only drop on SR or SCR as it is known since 8.10 scuttle changes.

If they were smart which they aren't they would let mastery tokens drop on all maps and/or make it so you need mastery 5 on a champ before you can play ranked (7 mastery 5 champs to start ranked).

This would ensure no new champs see ranked for a while and don't get the trying new champ in ranked people so it technically would be a win-win in quality.

I think the logic behind it is that 'Summoner's Rift' is the intended, balanced (memes aside) version of the game. If you want to prove your mastery on a champion, you need to prove it by earning the required grade in the main mode of the game.

With that being said, mastery levels just aren't really that impressive; it's more about your time commitment (it's obviously easier if you're decent at the champion) rather than how good you are at the champion. So from that perspective, I could support having tokens being earned anywhere until the mastery levels are actually implemented in a way that makes them meaningful.
