Dragon Rage's max health% scaling isn't doing anything when kicking Champion A into Champion B

Pretty much just the title , the damage on his R is from flat and scaling from AD , the max health% scaling doesn't seam to participate in the damage composition of Lee Sin's ultimate when kicking one champion into another.
