locked profile after champ select?

So after we all choose our champs and the load screen comes up where you can see everyones rank or lvl just before the game starts, some of the players are locked. Like i cant see icon, rank, lvl, or champ lvl along with how many points they have put into playing that champ. Its not every one just a few. Whats that about????
