Locked Out of Emotes

This has been a problem that's existed for a while now, and I'd like to know if anybody else is experiencing the problem. Sometimes, for no apparent reason, I am locked out of my emotes for the entirety of a game. As in, I open the emote wheel and every slot is blank. It's really irritating when I'm playing Singed or something and kill the enemy, and go to hit 'em with a D'Pengu, only for nothing to happen.
