/Remake

I had a game where one of my teammates was disconnected for about a minute and a half due to some unknown issues. He ended up connecting for about 15 seconds then left to due to frame rate issues. He just told us to remake then left. Once the 3 minute mark came i tried to remake and it wouldnt let me. Is it limited to them not connecting for the whole 3 minutes or is this a bug in the system? This happened to me in a ranked game so of course we lost.
